1. Business registration situation in January 2023. Enterprises enter and re-enter the market

The number of businesses entering and re-entering the market in the first month of 2023 is 25,910 businesses, down 19.3% compared to the same period in 2022. However, this number is still 1.3 times higher than with an average of businesses entering and re-entering the market in January during the 2018-2022 period (19,887 businesses). If compared with the same period of years, this figure is only lower than the number of businesses entering and re-entering the market in January 2022.   

1.1. Newly established enterprise

The number of newly established enterprises in January 2023 is 10,843 enterprises, down 16.6% compared to the same period in 2022 but higher than the number of enterprises entering the market in the same period of years from 2021 onwards and of the month. December 2022 (10,769 enterprises). 

The total registered capital added to the economy in January 2023 is 378,109 billion VND ( down 29.5 % compared to the same period in 2022), of which the registered capital of newly established enterprises is 99,104 billion VND. VND (down 48.5% over the same period in 2022). This is also the lowest level of newly registered capital in January since 2019 [1] . There are 4,541 active businesses registering to increase capital in January 2023 (down 18.3% over the same period). 2022), with an additional registered capital of VND 279,005 billion (down 18.8% over the same period in 2022). The average registered capital per enterprise in January 2023 reached 9.1 billion VND, down 38.2% compared to the same period in 2022. Only 5/17 industries have an increase in the number of newly established businesses compared to the same period in 2022, including: Education and training (up 31%); Employment services; tourism (up 25.2%); Health and social assistance activities (increased by 15.4%); Arts, entertainment and recreation (up 15.2%); Accommodation and food services (up 2.6%).

Newly established businesses are mostly small-scale (from 0 - 10 billion VND) with 9,809 enterprises (accounting for 90.5%, down 14.7% over the same period in 2022), mainly in the Service industry group. with 8,178 enterprises, accounting for 75.4% of the total number of newly established enterprises, down 13.8% over the same period last year. The Industry and Construction industry group has 2,540 enterprises entering the market, accounting for 23.4% of the total number of newly established enterprises, down 22.9% over the same period in 2022. Agriculture, forestry and water sector recorded 125 newly established enterprises, accounting for 1.2% of the total number of newly established enterprises, down 43.9% over the same period last year.

All six regions across the country have a decrease in the number of registered businesses compared to the same period in 2022: Central Highlands (277 businesses, down 35.1%); North Central and Central Coast (1,295 enterprises, down 29.8%); Mekong Delta (785 enterprises, down 29.2%); Northern midlands and mountainous areas (522 enterprises, down 21.3%); Southeast (4,593 enterprises, down 11.3%) and Red River Delta (3,371 enterprises, down 10.8%).

The total number of registered employees of newly established enterprises in January 2023 is 68,583 people, down 11% compared to the same period in 2022.

1.2. Businesses return to operations

The number of businesses returning to operation in January 2023 is 15,067 businesses, down 21.2% over the same period in 2022, but still 1.6 times higher than the average in the 2018-2022 period (9,429 businesses). Karma) .  

The number of businesses returning to operation increased in 03 areas compared to the same period last year: Other service activities (456 businesses, an increase of 92.4%); Production and distribution, electricity, water, gas (256 enterprises, up 82.9%); Education and training (458 enterprises, up 12.5%).

Comparing with the same period of other years, it can be seen that the situation of enterprises entering and re-entering the market in January 2023, although there are positive signs, however, there is still a decrease when compared to the same period. 2022. In addition to factors related to business difficulties that have occurred from the fourth quarter of 2022 until now, part of the reason for this decline is because January 2022 is a time when our country is not yet affected. from inflation and the complex and unpredictable political context in the world. Along with that, the Government's socio-economic recovery and development program was initially implemented, the economy was reopened, thereby spreading positive effects to production and business activities as well as as arousing the entrepreneurial spirit of the business community. This has caused the number of businesses entering and re-entering the market in January 2022 to increase dramatically compared to the same period in other years in general and January 2023 in particular. 

2. Situation of enterprises withdrawing from the market

In January 2023, there were 43,873 businesses withdrawing from the market, an increase of 14.4% over the same period in 2022. Of these, the majority of businesses chose to temporarily suspend business in the short term (accounting for 79 .8%) , specifically:

– The number of businesses temporarily suspending business in January 2023 is 34,994 businesses, an increase of 19.6% over the same period in 2022, the highest level ever in a month. The majority of businesses temporarily suspending business in January 2023 have a short period of operation, less than 5 years with 17,083 businesses (accounting for 48.8%); Focusing mainly on small scale (under 10 billion VND) with 31,639 enterprises (accounting for 90.4%, an increase of 17.7% over the same period in 2022).

These data partly show that the enterprise's production and business activities have faced many difficulties in recent times due to unpredictable fluctuations in the world, rising input costs, and serious market declines. ; Many businesses have had to cut production and reduce labor... Therefore, many businesses have chosen to temporarily suspend operations in the short term before the Lunar New Year to wait and find suitable directions and partners to Implement the business plan in the next phase.

– The number of businesses waiting for dissolution procedures is 6,841 enterprises, down 3.4% compared to the same period in 2022. Businesses waiting for dissolution procedures are concentrated mainly with a capital scale of less than 10 billion VND with 6,041 enterprises. businesses (accounting for 88.3%, down 5.1% over the same period in 2022).

– The number of dissolved enterprises in January 2023 is 2,038 enterprises, an increase of 0.6% over the same period in 2022. Of which, 08/17 main business sectors have an increase in the number of dissolved enterprises compared to the same period last year. period 2022. The majority of businesses dissolved in January 2023 have a short operating time (less than 5 years) with 1,522 businesses (accounting for 74.7%) and focus mainly on capital scale from 0 - 10 billion VND with 1,761 enterprises (accounting for 86.4%, up 1.5% over the same period in 2022).
